rewrite create pool

  • rewrote most of the `create pool` DOM & state logic to improve UX whilst investigating a user issue deploying a new pool
  • couldnt find the edge case reported but will return to this and try again later

increase curated min check

  • proposals arent active anyway, but when checking the dao components for some edge cases, noticed the curated min doesnt suit the price these days so changed that
  • bumped up the min SPARTA side from 250K -> 3.5M for a curated proposal option to show up (~$50k) which is still pretty low, will have to remember to drop it back down if SPARTA pumps though, having said that, if the dao gets more distributed + deep and proposals go active again we'll naturally look at things like this again anyway
